Policy Opinions on Promoting the High-Quality Development of Fashion Industry in Tongxiang City (2023-2025)

The Policy Opinions are hereby formulated in order to thoroughly implement the strategies, decisions and arrangements of the Central Government, the provincial government and the municipal government on the fashion industry, accelerate the high-quality development of the fashion industry in Tongxiang City, and build a new highland for the fashion industry.

I. Promote the transformation of mode of manufacturing. Support fashion companies to accelerate the transformation of mode of production and manufacturing to improve product brand quality, and increase the added value of the industrial chain. With high-end and intelligent manufacturing as the main direction, explore new models and new business forms such as supply chain management, networked collaborative manufacturing, shared manufacturing, personalized customization, and industrial e-commerce, choose a number of excellent demonstration projects for implementation, and offer a reward of up to RMBRMB2 million. II. Promote industrial chain development. By taking the industrial chain as the main line, create a new industrial development ecology featuring linkage among large, medium-sized and small enterprises and collaboration and complementarity between upstream and downstream enterprises. Grant a reward of up to RMB1 million to key production enterprises in the fashion industry chain that produce major raw materials, key production equipment, and high-quality terminal products if they actively integrate into the regional industrial ecology and meet certain annual output value and growth rate requirements. III. Improve creative design capabilities. Actively introduce high-quality innovative design resources and promote joint design and product releases with internationally renowned fashion companies. Cultivate and build a number of national and provincial industrial design centers for the fashion industry, and plan and build a number of national and provincial enterprise technology centers and comprehensive industrial innovation service bodies, in areas where creative design resources are highly concentrated. Grant a one-time reward of up to RMB1 million to those recognized as pilot demonstration parks (platforms) at or above the provincial level for the first time. IV. Support original intellectual property. Establish a sound analysis, early warning and response mechanism for intellectual property infringement disputes, effectively strengthen the protection of original intellectual property of fashion companies and designers, and explore the establishment of a system for coordinated law enforcement at borders. Grant graded rewards to fashion companies or designer studios that obtain more than 50 authorized design patents in the year. Provide policy support for those that create, use, manage and protect intellectual property in the fashion industry, and meet the conditions for special intellectual property rewards. V. Cultivate “manufacturer” brands. Develop a brand development strategy for the fashion industry to enhance corporate brand building capabilities and form world-class, national, and municipal-level brand development echelons. Focus on cultivating enterprises with a certain size and influence, create "manufacturer" brands recognized by the market, and grant a reward of up to RMB2 million to fashion companies with a certain size that have their own R&D and design teams, production capabilities, and cooperation with well-known domestic and foreign brands. VI. Enhance regional brand influence. Continue to consolidate and enhance the regional brand status of industrial clusters such as "National Model Textile Industrial Cluster" and "China Textile Industrial Base City". Support enterprises to jointly and actively participate in well-known domestic and foreign fashion exhibitions to showcase regional characteristic brands in the industry such as "Puyuan Sweaters" and "Tongxiang Home Textiles", support textiles and clothing industrial clusters to improve regional brand influence and radiation, and promote mutual promotion and joint improvement of corporate brands and regional brands. VII. Create a fashionable community of the future. In consideration of industry-city integrated development, support the scientific advancement of the renovation of old factories and introduce different types of enterprises and institutions engaged in, among others, fashion design, production, supply and sales of fabrics and accessories, and live streaming by internet celebrities, to form a pattern of "smart manufacturing factory upstairs and exhibition and trade center downstairs" and realize a "fast supply chain" with rapid online response and stable offline coordination. Support the construction of fashion blocks, livestreaming bases, fashion shows, factory stores and other platforms, and provide supporting financial, talent apartments, logistics, warehousing and other services to attract e-commerce customers and retail consumers and form a fashionable community that is suitable for living, working and traveling. VIII. Promote market transformation and upgrading. In light of the new demands of consumer groups, encourage professional market operators and managers to strengthen the construction of their own platforms to enhance their value-added service capabilities. Support the intelligent transformation of professional markets, establish public service platforms, implement projects that promote integration of industry and technology, culture, and art, and grant a reward of up to RMB2 million to platform projects with strong synergy, wide radiation, and great development advantages based on the number and earnings of enterprises served by the platforms each year. IX. Explore new mode of marketing. Encourage enterprises to innovate marketing channels and actively plan higher-end marketing types and links in the value chain. Support enterprises to cooperate with new social platforms to enhance the breadth and depth of e-commerce applications, and accelerate the cultivation of new retail formats such as live-streaming e-commerce and scene experience. Grant a one-time reward of up to RMB2 million to markets, parks and enterprises that create innovative projects that integrate online and offline sources and achieve sales of a certain scale. X. Cultivate talents with fashion skills. Enhance the training of creative design talents, operation and management talents, marketing talents, and high-skilled talents in the fashion industry, and grant a reward of up to RMB1 million to those certified as the said talents. XI. Attract and train High-end fashion talents. Encourage enterprises to introduce high-end talents from around the world through project cooperation or management planning to enhance their technical process and creative design level. Grant, upon certification, a reward of up to RMB2 million to winners of national awards such as the "Golden Roof Award" for fashion design and the "Top Ten Fashion Designers in China" if they have worked or established studios (enterprises) for more than one year. XII. Improve the level of international exhibitions. Actively explore new models for international exhibitions by reference to the world's first-class exhibitions. Grant a reward of up to RMB 2 million (no more than 50% of the actual expenditure of the event) to important international or national fashion industry competitions, forums, index releases, exhibitions and other important events hosted or organized by enterprises or industry associations. XIII. Encourage enterprises to go global. Encourage enterprises to implement internationalization strategies and strengthen resource connections with European international fashion sources to quickly integrate into the global fashion network. Support enterprises to participate in internationally and domestically renowned fashion shows. For enterprises that are invited to participate in internationally or nationally renowned fashion weeks (festivals) and are included in the schedules released by the organizers, grant a subsidy of 50% of the actual investment amount and no more than RMB1 million (a single enterprise may apply for subsidy for no more than twice a year); Grant a reward of up to RMB500,000 to enterprises and associations that fully reflect Tongxiang elements in exhibitions. XIV. Give full play to the service functions of social organizations. Encourage industry associations and other institutions to carry out fashion skills improvement training and skill level certification. Grant a reward of up to RMB200,000 to organizers based on the number of trainees if social organizations and local fashion companies cooperate to start joint school-enterprise classes for targeted training and new corporate apprenticeship training. XV. Create ecological “new fashion”. Fully tap into the cultural heritage of Tongxiang, further enhance the fashion connotation, and create fashion products with both commodity and cultural attributes. In light of the characteristics of Tongxiang city, explore new fashion elements such as fashionable healthy drinks, fashionable home furnishing and building materials, identify a number of new fashion companies, and include them in the scope of the fashion industry. Actively create a spiritual and cultural atmosphere that pays attention to fashion and popular trends, and promote Tongxiang's new fashion concept through various media. XVI. Supplementary provisions The Policy Opinions will come into force as of July 15, 2023. The implementation period for the rewards involved herein is from January 1, 2023 to December 31, 2025, and the rewards will be automatically repealed upon expiration of such period. If the Policy Opinions are inconsistent with other existing policies of Tongxiang City, the higher amounts shall apply. The reward levels and the grading and classification of reward and subsidy amounts will be reflected in the implementation rules.
