The Policy Opinions are hereby formulated in order to thoroughly implement the relevant decisions and arrangements of the Provincial Party Committee and the Provincial Government and Jiaxing Municipal Party Committee and Jiaxing Municipal Government, focus on promoting the high-quality development of the manufacturing industry, and build a strong manufacturing city with a higher position and more practical measures.

I. Vigorously Promote the Waist-Building and Quality Improvement of Enterprises

(I) Cultivate “plateaus and peaks” of enterprises. Reward manufacturing enterprises that have expanded to a certain scale for the first time, or have realized annual revenue of more than RMB100 million, or have been promoted to a higher scale/grade. Grant a reward of up to RMB3 million to enterprises that newly obtain provincial titles such as “specialized, sophisticated, distinctive and innovative” enterprises, “eagle” and “hidden champion” or national titles such as "specialized, sophisticated, distinctive and innovative" little giants and "single champion". Encourage enterprises to become bigger and stronger, and reward and support enterprises selected as an enterprise to be cultivated under municipal "Waist-building Project". (II) Encourage enterprises to make steady progress and improve quality. Select enterprises with annual revenue of more than RMB100 million that have made important contributions to the city's stable growth of industrial economy as "Top 20 Enterprises with Greatest Contribution to Stable Growth of Industrial Economy" and grant a reward of up to RMB150,000 to their management teams; Select sample enterprises below designated size that have contributed to stable production and increased efficiency of industrial economy of the city as “Top 50 Enterprises with the Greatest Contributions to Industrial Economic Performance” and grant a reward of up to RMB20,000 to their management teams. (III) Assist enterprises in market expansion. Support enterprises to participate in domestic exhibitions, and provide support for enterprises that participate in domestic exhibitions organized by governments. Grant a reward of up to RMB100,000 (no more than RMB300,000 for each year) to entities that organize groups of local enterprises to participate in exhibitions. (IV) Actively promote opening-up. Support enterprises to explore international markets, and grant certain rewards to enterprises for developing foreign trade headquarters economy, new foreign trade formats, service trade, e-commerce, attracting and nurturing foreign trade enterprises, building brands, participating in overseas exhibitions, purchasing export credit insurance, carrying out overseas investment cooperation, and responding to and preventing foreign trade risks. (V) Continue to attract foreign investment projects. For newly introduced foreign-funded manufacturing projects that are in line with the industrial development direction (including capital increase projects with fully paid-in registered capital), if the actual capital received reaches more than USD5 million within one year after registration or more than USD10 million within two years after registration, grant a reward of 2% (raise the ratio by 10% if the project has a total investment amount of over USD100 million or is an investment project of a Fortune 500 company) of the actual capital received (to the extent of no more than RMB 5 million). II. Continue to Promote the Transformation of Mode of Manufacturing

(VI) Encourage increased investment in technological transformation. Grant a graded reward of 4-12% of productive equipment investment in manufacturing projects to enterprises, and grant a higher (not more than 25% or RMB20 million) reward, based on the evaluation results, to enterprises if their projects meet the standards for digital transformation and green transformation projects. Reward enterprises whose projects are rated as demonstration projects for digital transformation and green transformation. (VII) Encourage the development of green intelligent manufacturing. Support enterprises to implement technological transformation for energy conservation, pollution reduction and carbon reduction, strengthen the energy supply base, and encourage energy enterprises to upgrade and transform. Promote the construction of energy storage projects and explore the formation of a mechanism for energy storage projects' participation in electricity demand-side response. Promote the construction of distributed photovoltaics and other new energy projects, encourage the development of the new energy vehicle industry, and provide subsidies for the construction of charging and swapping (hydrogen refueling) infrastructure. Support online energy monitoring and encourage the construction of enterprise energy management platforms. Grant a reward of up to RMB2 million to enterprises (parks) if their projects are newly recognized as national or provincial smart manufacturing (demonstration) projects (factories, scenarios, etc.) or are recognized as green (demonstration) projects (factories, parks, products, supply chains, etc.). Intensify pollution control transformation, encourage VOCS to manage "Green Island" projects, and grant a reward of up to RMB600,000 to enterprises (parks) whose projects are included in the implementation plan. (VIII) Support industrial collaborative manufacturing. Focus on industrial collaborative manufacturing, accelerate the strengthening, complementation and extension of industrial chains, promote the coordinated development of upstream and downstream enterprises, build high-quality industrial clusters, and subsidize new cooperation between upstream and downstream enterprises in the industrial chain. III. Focus on Enhancing Core Competitive Advantages

(IX) Strengthen the construction of innovation carriers. Encourage enterprises to increase their R&D investment and efforts in tackling key scientific and technological projects, promote the construction of innovation platforms and enterprise R&D institutions, and grant a reward of up to RMB2 million to enterprises for their newly recognized enterprise technology centers and manufacturing innovation centers, and to technology innovation demonstration enterprises. (X) Accelerate the transformation of quality efficiency. Vigorously promote the construction of the city into a city strong in quality, standards and brands, encourage enterprises to introduce advanced management methods and improve their management levels through certification and accreditation to improve product quality efficiency. Encourage enterprises to transform technological achievements into standards and participate in the pilot standardization program to gain the right to speak on standards. Reward enterprises that win the Mayor's Quality Award or Standard Innovation Contribution Award; and grant a reward of up to RMB200,000 to enterprises that pass the "Green Certification" or "Made in Zhejiang" product certification, and a reward of up to RMB1 million to enterprises that take the lead in formulating or revising international standards, national standards, industry (local) standards or "Made in Zhejiang" standards. (XI) Enhance the endogenous driving force of innovation. Support the R&D and promotion of new products, and grant a reward of up to RMB2 million to enterprises for their major technological innovation achievements such as the first unit (set) of technical equipment. Strengthen the status of industrial design in the manufacturing industry, and grant a reward of up to RMB1 million to newly introduced (established) or recognized industrial design (demonstration) enterprises or bases; Accelerate the industrialization of design results and grant a reward of up to RMB1 million to enterprises and individuals that/who win awards (honors) in industrial design competitions at or above the provincial level. Grant a reward of up to RMB800,000 to enterprises that are recognized as benchmark enterprises in provincial management benchmarking improvement or whose employees are recognized as having outstanding achievements in provincial management benchmarking improvement.     (XII) Innovate the mode of talent attraction and cultivation. Increase efforts to attract talents, promote the deep integration of talent resources with the real economy and scientific and technological innovation, and cultivate high-quality technical and skilled talents and innovation and entrepreneurship talents. Reward enterprises awarded titles such as "Backbone Technical Innovation Team". Support the inheritance and innovation of traditional arts and crafts, and encourage the cultivation and introduction of arts and crafts masters. Reward enterprises whose managers participate in advanced training courses or overseas training organized by functional departments. Grant a reward of up to 30% of the project amount (to the extent of not more than RMB 300,000) to enterprises if they independently implement management innovation projects. IV. Further Focus on the Coordinated Guarantee of Factors

(XIII) Focus on ensuring resource factors. Allocate factors scientifically, push factors toward major projects, and implement city-wide resource coordination and guarantee for particularly important projects. Use new or vacated energy use space to guarantee major manufacturing projects whose unit energy consumption reaches the international advanced level in the industry without affecting the energy consumption intensity compliance. (XIV) Strengthen the construction of small and micro parks. Encourage the construction of high-quality small and micro enterprise parks and improve supporting functions and public service carrying capacity. Grant a grade-based reward of up to RMB2 million to those that are rated as star-rated small and micro enterprise parks (including in re-evaluation), digital small and micro enterprise parks, or national small and micro mass entrepreneurship and innovation demonstration bases for the first time, and make up the difference if they are upgraded to a higher (star) grade. (XV) Support the development of emerging industries. Increase efforts to attract investment in key upstream, midstream and downstream links of new energy and other industries. Provide key support in terms of land use, energy use, electricity use, gas use, etc. to major projects with high technological content and strong driving effect and an investment scale of more than RMB1 billion and actual fixed asset investment amount of no less than RMB500 million, in the principle of "one case one meeting, one enterprise one policy". (XVI) Strengthen policy fund guidance. Make rational and efficient use of industrial funds, use such funds mainly in digital economy field and for strategic emerging industries in line with our city's industrial orientation such as cutting-edge materials and high-end equipment manufacturing industries, and for enterprises to be cultivated under "Waist-building Project". (Responsible units: Bureau of Economy and Information Technology, Bureau of Finance)

Provide support for a project or matter that simultaneously complies with the provisions of the Policy Opinions and the provisions of other support policies of our city (including policy provisions that higher-level departments require the city to provide funds or supporting funds), in the principle that the higher amount shall prevail and no repeated support will be offered. Any tax-related expenses of the reward received shall be borne by the enterprise or individual. The responsible department(s) shall formulate implementation rules for each clause. The reward levels and the grading and classification of reward and subsidy amounts will be reflected in such rules. The Policy Opinions will come into force as of July 10, 2023. The implementation period for the rewards involved herein is from January 1, 2023 to December 31, 2025, and the rewards will be automatically repealed upon expiration of such period.
